In OncloudERP, Locations allow you to have an up-to-date bird's eye view of all the different places your items are located, helping you manage items across locations.
By Enabling more option under Settings---->Inventory Settings will let you choose the "Location Owner".
Location Owner will have the leverage to edit the transaction made by other role user's by using this location.
With Check boxes you would be able to provide Read, Edit, Post and Post Comment access to the Location Owner on the Applicable forms.
From the Drop down list you can choose the applicable forms that the location owner will have an access to.
